Summary This is a developmental position, reporting directly to the Supervisory Biomedical Engineer and to support the Biomedical Engineering Service throughout Eastern Oklahoma VA Health Care System. The primary purpose of this position is to provide support to the Administrative Officer and performs administrative support activities for a diversified block of services similar to duties contained in the full performance position, Administrative Support Assistant GS-0303-07, PD # 13302-O. Responsibilities Serves as initial point of contact for Biomedical Engineering Service Provides product and/or service information and resolving any emerging problems Manages incoming calls and customer service inquiries Troubleshooting and investigating various situations and/or issues involving Maintenance and Operations Serves as consultant and advocate for customers on behalf of Biomedical Engineering Service Works with Supervisors regarding Biomedical Engineering Service programs Monitors and tracks "action items;" prepares correspondence in final form for Congressional inquiries; assists Administrative Officer with scheduling appointments, coordinating meetings, and/or scheduling conferences Timekeeper for Service Performs office automation duties using such software applications as Outlook Mail, desktop publishing, calendar, Excel, and Power Point Creates user provisioning, equipment request, Passes, IT tickets, and workorder requests for Service Serves as PIV Manager and Sponsor for Biomedical Engineering Service Responsible for distributing and closing work orders Assists in development training and providing information on process to Services Develops and maintains effective office systems, procedures and communications Serves as a COR for Biomedical Engineering Service contracts for EOVAHCS per FAR policies and procedures Advises on and negotiates contracts, agreements, and cooperative arrangement with government agencies, universities, or private organizations Assists Administrative Officer with budgetary duties for several fund control points Orders all office supplies and equipment Plans, develops, maintains, and reviews service data collection methodologies, record, and techniques Searches, gathers, collects, retrieves, extracts, compiles and/or displays reporting statistical data Assists Administrative Officer in establishing reporting objectives, timely reviews, and completion compliance Extracts data pertinent to Service to enhance workload intensity per the discipline Performs basic analysis of all and generates variety of reports Prepares corrective action plans and makes appropriate recommendations for improvements in data collection and workflow processes Searches, gathers, compiles, reviews and displays statistical data in a manner that can be utilized by the Biomedical Engineering Service Chief Assists with completion of reports and data summaries Assists in compiling data for annual and recurring reports Utilizes VA Fileman for collection of data and application of proper analytical techniques Responsible for collection of data which will assist Biomedical Engineering Service Managers in measurement of workloads throughout Biomedical Engineering Service Provides work order management by pulling reports, providing customers with updates, address EOC deficiencies through the performance logic program, and tracking KPI data Performs work order training for Service as needed and provides reports, graphs and charts to Biomedical Engineering Service Management Work Schedule: Monday - Friday; 8:00 am - 4:30 pm Position Description Title/PD#: Admin Support Assistant/PD133010 Physical Requirements: The work is semi-sedentary. The employee does have a desk, however there is a bit of walking, standing, bending, carrying of items such as papers, books, boxes of supplies, small parts, and incumbent will be driving a government automobile as needed. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Requirements Conditions of Employment Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement. GS-06 grade level: One year of specialized experience (equivalent to the GS-05 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes but is not limited to: Perform timekeeping for all services groups; provide regulatory guidance and training concerning time and attendance; perform the collecting, compiling and/or tracking statistical information in support of service operations; ability to use software applications to draw information from a wide variety of sources in order to prepare reports; ability to compile monthly workload report(s) for all program staff; sort and distribute incoming mail; provide guidance to general questions and direct Veterans and staff to proper personnel; perform all types of administrative duties include composing and editing letters; reviewing correspondence for accuracy and completeness; perform ordering and tracking inventory of office supplies and training/educational materials; protect printed/electronic files containing sensitive data and unauthorized release, loss, alteration, or deletion; maintain schedule of groups/classrooms and conference rooms; schedule staff appointments with supervisor for annual reviews, competencies and other performance programs; and take meeting minute notes on various committees. GS-07 grade level: One year of specialized experience (equivalent to the GS-06 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience would typically include but are not limited to: program administration and management; assistance with day-to-day operational duties; communicate effectively both verbally and in writing with variety of individuals; problem solving and applying decision making skills; sustaining processes and procedures to ensure program effectiveness; interpreting, analyzing, and responding to requests for information from internal and external entities; collecting, compiling, managing and reporting program data; preparing correspondence and reports; utilizing automated software (such as Microsoft Word, Excel, etc.). There is no educational substitution for the GS-06 or GS-07level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Additional Information The Interagency Career Transition Assistance Plan (ICTAP) and Career Transition Assistance Plan (CTAP) provide eligible displaced VA competitive service employees with selection priority over other candidates for competitive service vacancies.
