Human Resources Consultant (Human Resource Generalist)
JOB DESCRIPTION AND POSITION REQUIREMENTS:
The Pennsylvania State University at Altoona is seeking a Human Resources Generalist to coordinate HR programs and activities , provide advice and guidance to supervisors and managers regarding HR policies, practices, and procedures, participate in the implementation of University-wide initiatives, and act as a liaison between HR functional groups and unit leadership. The successful candidate will be responsible for the following:
Initiate and/or respond to inquiries concerning non-routine and unusual human resources issues (e.g., performance deficiencies, employee relations issues, and job evaluations)
Provide guidance to employees and management on human resources policies and procedures
Interpret policies and procedures and investigate complex issues, obtaining information from higher-level human resources staff and/or referring as appropriate
Coordinate human resources functions within unit such as performance evaluation, staffing, salary increases, training, etc.
Provide guidance to management on staffing process including providing direction to search committee, developing appropriate interview questions, identifying appropriate candidate evaluation methodology, and finalizing offers
Coordinate and approve human resources/payroll transactions; coordinate work of support staff as it relates to completing forms and meeting deadlines
Review human resources laws, regulations, policies for compliance within unit
Assist with the development of unit-specific human resources policies, procedures, and programs
Query databases and/or review data provided by support staff, analyze data and prepare reports and proposals
Investigate and resolve moderately complex issues and employee concerns
Act as liaison between employees or departments and the main office of Penn State Human Resources
Recommend process improvements (e.g., streamline procedures, realign workloads, eliminate outdated programs, etc.)
Promote diversity through specific human resources programs such as recruitment and employment activities

This position typically requires a n Bachelor s d egree or higher plus 4 year s of related experience or an equivalent combination of education and experience.
This is a limited-term appointment for one year from date of hire with excellent possibility of refunding.
