Hours: 40 Hours per week
Salary: $70,000 per year

The purpose of this position is to develop and administer all financial aspects and concerns of the Athens Regional Library System. Duties and responsibilities include but are not limited to, administering the Library’s timekeeping and procurement, supervising of staff, maintaining ledgers and records, posting accounts, assisting the Executive Director, preparing checks for payment, taking a lead role in coordinating the yearly audit, and performing additional tasks as assigned. Work involves supervision of two Business Office Assistants. Reports to the Executive Director.
Minimum Training and Experience
Bachelor’s degree from an accredited college in business, finance, accounting ro a related field. Five or more years experience in a complex accounting environment required, preferable in a government or not for profit agency. Supervisory experience strongly preferred
Essential Job Functions and Responsibilities
The following are normal, but not exclusive or all-inclusive, expectations for this job. Other duties of a similar nature may be required and assigned, and job assignments and schedules may change in the future.
Maintains general ledger, payroll, bank reconciliation, accounts payable, accounts receivable, investments and other financial records, reports and statements in accordance with Generally Accepted Accounting Principles and Governmental Accounting Standards Board guidelines
Assists in the preparation of annual budgets and budget presentations to funding agencies
Monitors budget, income and spending, alerting Executive Director when variances arise and providing the Executive Director with regular updates
Generates financial statements and reports for the Library Executive Director and other staff as requested
Prepares financial statements for Library Board of Trustees meetings
Prepares for, participates in, and responds to annual audits
Maintains financial records of grants and prepares grant reports
Prepares and submits accurate GHI, TRS, Flex Benefits Plan, federal and state tax, FICA, insurance, and other personnel deduction payments in a timely manner
Generates accurate W2 forms and monthly, quarterly payroll taxes and reports in a timely manner. Notifies Executive Director immediately of any late payments and possible penalties
Prepares 1099s annually
Maintains accounting system vendor files, distributes/reports annual 1099 and prepares annual vendors’ list
Prepares bank deposits and directs library assistant to make deposits
Receives, records appropriately, and deposits money from all branches
Produces and mails checks for payroll and vendor invoices on established schedule; assures that checks are received at the appropriate times
Prepares journal vouchers and manual checks appropriately, obtaining proper authorization and recording in a timely manner
Serves as a notary public
Serves as staff help on the Library Foundation
Oversees and maintains the employee time clock system (EWS)
Maintains capital asset files
Maintains and establishes fixed asset records
Responsible for timely and accurate closing of monthly and annual books
Maintains knowledge of current state and federal personnel laws and library policies and procedures
Performs other duties assigned by the Library Executive Director to accomplish the mission, goals and objectives of the organization
Supervisory Responsibilities
This position supervises the Payroll Manager and Accounting Assistant
Required Knowledge, Skills, and Abilities
Knowledge of finance, accounting and budgeting
Knowledge of Georgia Public Library Services accounting/record maintenance procedures, policies and techniques
Knowledge and ability to maintain current GASB regulations
Advanced knowledge of Microsoft Excel
Excellent organizational skills and attention to detail
Excellent verbal and written communication skills as well as social skills
Broad cultural competency knowledge and skills, and ability to work effectively with a culturally diverse workforce
Handle confidential /sensitive information with discretion, tact, and diplomacy
Ability to maintain regular, predictable, and punctual attendance.
Physical demand requirements are at levels of Light Work.
