The Texas Department of Family and Protective Services (DFPS) is currently seeking a Data Support Analyst (Systems Analyst IV) for a full-time position within the IT Operations team. The Data Support Analyst reports to the Data Support and Tools Team Manager within the Information Technology Services (Operational Support Services Division). This position performs highly complex data systems analysis; data development; and on-going support of applications used by DFPS staff. Work involves data fixes; extract, transform and load (ETL); data warehouse development; data administration; and coordinating the planning and analysis of user requirements, procedures, and problems to automate processing or improve existing systems.

The Data Support Analyst position requires knowledge of data warehouse development, ETL, Oracle, PL/SQL and SQL. The position requires an ability to communicate effectively, both verbally and in writing, and the ability to complete requests successfully against established timelines with limited supervision. This position also requires the ability to learn and apply new technology, work independently or in a team environment, and collaborate with all levels of staff within DFPS to satisfy business needs.

This position is classified as a full-time position (40 hours a week). Work outside of regular hours may be required; some weekend on-call duty may be required. Remote work options are available for this role.

Essential Job Functions:
The Data Support Analyst performs complex (junior-level) data systems analysis and data administration. The Data Support Analyst works under general supervision, with moderate latitude for the use of initiative and independent judgment.

1. Application Support
• Performs analysis and research of application functionality and interprets data integrity requirements in order to develop technical specifications for database changes.
• Performs impact analysis of proposed database changes to ensure consistency with established standards within existing database environments.
• Assists in the development and maintenance of documentation to ensure that the content of documentation is well organized, complete, and appropriate to the audience.
• Ensures project schedules are met, and/or re-negotiated, and approved by customer and Team Manager prior to target dates.
• Communicates progress and issues effecting work assignments to the Team Manager and/or Project Manager as soon as possible.
• Manages work activities for short and long range performance assignments, communicating with management and other team members in a timely and effective manner.
• Follows established Data Support Team code migration processes.

2. Data Fixes
• Processes data fix requests submitted by the Production Support Analysts in a timely manner.
• Uses existing data fix templates to ensure consistency and reduce any potential for errors.
• Fully tests all data fixes in a lower environment before executing in production.
• Develops new data fix templates and ensures that new templates are peer reviewed before executing in production.
• Documents steps taken to complete the data fix and update status of data fix requests as required.
• Mentors junior level staff in the development, testing, and deployment of data fixes.
• Develops and maintains up-to-date data fix logs to support compliance with audit requirements of the data fix processes.

3. Data Admin
• Supports application development team needs for new database entities and/or modifications to existing entities.
• Reviews database change request to ensure they meet standards and are consistent with the entity relationship parameters within the existing database environment.
• Ensures all database change requests are tracked electronically according to their release.
• Provides Database Administrator (DBA) support by verifying database entity changes have been applied correctly.
• Checks the Data Dictionary for any dependencies and additional information that the data admin request may require.
• Reviews release specific data fixes for accuracy and consistency.
• Review 'explain plans' for new or modified queries for performance and suggest alternative ways to resolve any performance issues.

4. Customer Support
• Develops and conducts presentations, and communicates technical information to all areas of the agency management, including customers, and technical and/or non-technical staff.
• Provides technical problem consultation with customers as required.
• Provides technical cost estimates for change and enhancement requests.
• Communicates progress and issues effecting work assignments to the Team Manager and/or Project Manager as soon as possible.

5. Professional Development
• Completes agency-related training as required.
• Gains and maintains technical-functional proficiency in all aspects of the assigned division information systems by learning the business rules, functional requirements, development standards, data design and structure, process and data flow, and client interfaces in support of one or more applications within the Agency.
• Develops and maintains expertise in a variety of tools necessary to meet the needs of the division.
• Stays current on the latest technology updates and development techniques for the applicable area(s) of responsibility. (May be accomplished via books, periodicals, Internet, conferences, and training.)
• Participates in work groups for the development and/or further refinement of the agency's applications, business policies, procedures, and standards.

6. Other Duties as Assigned
• Adheres to all Texas Department of Family and Protective Services HR policies and performs related work as assigned.

Knowledge Skills Abilities:
• Knowledge of Oracle or similar databases with preferred knowledge of Oracle version 19c.
• Knowledge of Oracle SQL and/or PL-SQL version 19c preferred
• Knowledge of Informatica or similar tools is preferred.
• Knowledge and understanding of ETL development, monitoring, batch or data processing in an automated scheduled environment.
• Knowledge of the Software Development Life Cycle (SDLC) and project plan understanding is preferred.
• Skill in understanding and implementing database change requests.
• Skill with Microsoft Office tools, particularly with Word, Excel, PowerPoint, Visio, and SharePoint.
• Skill in interpersonal relationships, including the ability to work with people under pressure, negotiate among multiple parties, resolve conflicts, and establish and maintain effective working relationships with various level of personnel.
• Ability to perform data fixes to new and existing systems.
• Ability to document issues, risks, and defects is required.
• Ability to communicate effectively in a technical environment, including on-the-job training with coworkers, project team members, and IT management.
• Ability to work both independently and in a team environment.
• Ability to collaborate with all levels of staff within DFPS to satisfy business needs.

Initial Selection Criteria:
• Graduation from an accredited two or four-year college or university. Course work in information technology, computer information systems, management information systems or related field preferred. Relevant work experience may be substituted for education on a year-for-year basis.
• Experience programming using Oracle SQL and/or PL-SQL, or similar data management tools.
• DFPS experience preferred.
