There are currently three vacancies for the (IT Engineer II) Application Developer II Assignment. 

The Information Technology (IT) Engineer II class provides skilled technical services in support of installation, configuration, testing, integration, and ongoing support for City applications or infrastructure requiring an in-depth knowledge of the City’s platforms and environment in support of meeting availability and performance goals.  This class applies to Business Solutions and Application Development; Business Analytics; Database; Desktop and Mobile Services; Service Desk; GIS (Geographic Information System); Network; Security; Unified Communications; and Server, Storage and Backup.  This class performs other duties assigned and is FLSA exempt-computer professional.
 
Application Developer Assignment:  This assignment is responsible for providing application development, integration, and support; may also include the development of interfaces and reports against multiple databases supporting internal apps and vendor-purchased application solutions.  This assignment performs complex diagnostics and troubleshooting in support of designated applications to meet a variety of city and department operational needs; engages with technical and non-technical staff to gather project requirements; creates test scripts and performs quality assurance (QA) reviews with the goal of increasing the percentage of successfully implemented changes with a reduction in defects; provides quality written and verbal communications to customer areas, and senior IT leadership.  The IT Engineer II is expected to have a comprehensive understanding of the technologies supported and actively shares this expertise with others.

Ideal Candidate:  The ideal candidate will have strong familiarity and experience in application development, integration, and support; a solid understanding of the application development life cycle.  Proficient with written and verbal communications, customer service, teamwork, project and technical leadership, report writing, and developing and maintaining technical documentation.  

Preferred skills, knowledge, and abilities:
 
 •  Visual Studio C#, .Net tools, MVC, ASP.Net, Web Forms, Entity Framework, IIS
 •  JavaScript, jQuery, HTML (5), CSS (3), Bootstrap, XML, JSON  
 •  Creating and consuming APIs (REST, SOAP, Net Web API)
 •  Microsoft SQL Server, SQL Stored Procedures, Normalized Database Design, SQL
    Server Reporting Services (SSRS)
 •  Team Foundation Server (TFS)/Azure DevOps and Visual Studio for team-based
    application development.
 •  Experience with change management procedures for scheduling maintenance,
    updates, patches, and enhancements.
•  Working with Modern Application Development Patterns such as Repository Pattern,
   Unit of Work, Dependency Injection, Responsive Web Design, Unit Testing, API-first
   Methodology; ETL, PowerShell, SharePoint, Power Automate, Power Apps is a plus.
